This role is at the heart of technology strategy and delivery within TELUS' Chief Information Office (CIO). As part of the TELUS Employer Solutions (TES) Technology Team, you will spearhead the technical program management of our Oracle PeopleSoft and Fusion HCM portfolio, driving innovation and excellence in our service delivery.
 

Our goal is to provide modern, reliable, and flexible HCM solutions to the TELUS Employer Solutions Business team and clients. We offer fully integrated end-to-end processes, consulting, and support services across human resources, benefits, payroll, payroll accounting, time and attendance, recruitment, talent management, business intelligence and reporting analytics, employee contact centre services, and application management services. We have a proven track record of successfully delivering this extensive suite of services to large, intricate, multi-site, multi-union public sector environments. We aim to enhance both the quality and efficiency with which we provide these capabilities to our TELUS Employer Solutions customers.
 

Supported by the Director, Technology Services for Employer Solutions, you will lead complex technical programs and drive strategic initiatives across our Oracle platforms. You will champion engineering productivity improvements through automation, standardization, and modern DevOps practices, significantly reducing our cost to serve. By streamlining our delivery pipeline and optimizing our development processes, you'll accelerate our speed to market, enabling rapid deployment of new features and capabilities that bring immediate value to our customers. Your focus on operational excellence and continuous improvement will be key to maintaining our competitive edge in the HCM solutions market.
 

As the Technical Program Manager, you will orchestrate the implementation and evolution of our Oracle PeopleSoft HCM suite and Oracle Fusion platforms, ensuring our solutions meet the highest standards of performance, reliability, and business value for our customers. Through innovative approaches to service delivery and technical optimization, you'll help shape the future of our HCM offerings while driving operational efficiency and customer satisfaction.
 

 

What you'll do

 

 

  • Lead the technical strategy and delivery of Oracle PeopleSoft HCM suite (HR, Payroll, Time & Labor, Benefits, Compensation) and Oracle Fusion (Payroll, Core HR, Recruitment) 
  • Drive architectural decisions and integration strategies across multiple HCM modules 
  • Manage complex program initiatives impacting mission-critical HR and payroll systems 
  • Develop and maintain roadmaps for platform modernization and enhancement
  • Build strong partnerships with business stakeholders to align technical solutions with HR operational needs
  • Oversee budget, resource planning, and risk management for multiple concurrent workstreams

 

 

What you bring

 

 

  • 8+ years of technical program management experience with Oracle HCM solutions 
  • Deep understanding of PeopleSoft HCM modules (HR, Payroll, T&L, Benefits, Compensation)
  • Hands-on experience with Oracle Fusion implementations, particularly Payroll and Core HR
  • Strong track record of delivering enterprise-scale HR technology transformations
  • Experience managing complex system integrations and data migrations
  • Bachelor's degree in Computer Science, Business, or related field


 

Great-to-haves

 

 

  • Experience with Oracle Cloud HCM and hybrid cloud architectures, and proven background in HR operations/HRIS
  • Knowledge of Canadian payroll and HR compliance requirements, with PMP certification preferred
  • Agile certification (SAFe/Scrum Master) and experience managing HR technology vendors
  • Bilingual proficiency (English/French) preferred

 

Salary Range:  $104,000-$156,000
Performance Bonus or Sales Incentive Plan:  15%
