We are seeking a highly motivated Senior Program Manager to play a pivotal role in the Real Estate Central Office Optimization team (RECO), where you'll drive world-class Customer Experience and Reliability by leading the modernization and optimization of Central Office buildings and networks.
The Project Management & Governance (PMO) team is the operational backbone of RECO, stewarding enterprise-wide programs, governance frameworks, and cross-functional processes that directly enable our business transformation. In this role, you will partner across teams and with critical internal and external stakeholders to execute high-impact initiatives that accelerate growth, reduce operational costs, and improve customer outcomes. You will own responsibility across four key pillars:
Program Governance & Accountability: You'll establish oversight frameworks, tracking mechanisms, and decision gates that ensure programs stay aligned, on-track, and deliver expected business value.
Strategic Planning & Performance: You'll coordinate end-to-end program schedules, align stakeholder priorities, and drive visibility into performance metrics and critical dependencies.
Process Excellence & Readiness: You'll design and implement scalable cross-functional processes, activate regional entities, and provide mission-critical support for successful program execution.
Portfolio Management & Strategy: You'll manage tactical projects while building sustainable, long-term programs that scale nationally, drive customer growth, and enhance customer satisfaction.
In this role, you'll operate at a national level with regular engagement across senior leadership. Your insights and recommendations will directly shape how TELUS prioritizes and executes its infrastructure strategy. This is a high-visibility position with direct access to senior stakeholders and opportunity to influence strategic decisions across the organization.
The programs you'll manage are critical to TELUS's competitive position. They enable our fiber-to-the-home expansion, improve network reliability for millions of customers, and support next-generation service delivery. Every program you lead directly impacts customer experience and helps TELUS compete more effectively in a fast-moving market.
What you’ll do
You will lead high-impact programs that drive strategic priorities across the Fibre (Falcon) program nationwide. This means:
Strategic Program Leadership - You'll drive complex, cross-functional programs — managing scope, timelines, budgets, and stakeholder expectations while keeping multiple initiatives moving forward simultaneously.
Stakeholder Partnership - You'll collaborate across the organization to shape program strategy, provide decision-support, and ensure alignment on priorities that impact our multi-billion dollar investment.
Cross-Functional Orchestration - You'll be the connective tissue internally across key TELUS teams and externally with our entity stakeholders, building relationships, facilitating alignment, and ensuring seamless communication on mission-critical initiatives.
Strategic Communication - You'll translate complex program updates into compelling narratives for diverse audiences, from executive steering committees to operational teams, driving actions and outcomes.
Problem-Solving & Innovation - You'll diagnose root causes, design creative solutions, rally stakeholders, and drive execution to keep programs on track.
Advanced knowledge of English is required because you will most of the time interact in English with external parties (clients, suppliers, candidates, external partners, etc.); interact in English with internal parties (colleagues, internal partners, stakeholders, etc.); and work with IT tools whose interface is only accessible in English as part of this position's main responsibilities given its national scope.
What you bring
- Transformation & Change Leadership - 3-5 years experience with large-scale transformation/change management initiatives
- Strategic Program Leadership - 3-5 years experience in a PMO or strategic roles supporting senior leaders
- Program Management Driver - You have a proven track record managing complex, multi-stakeholder programs with significant budgets. You're skilled in risk management, governance frameworks, and driving accountability across teams you don't directly control.
- Strategic Thinker - You connect the dots between business objectives and program execution, anticipating challenges, identifying opportunities, and ensuring every initiative ladders up to our broader mission.
- Change Champion - You understand that transformation isn't just about process—it'sabout people. You embed change management principles into your programs, bringing stakeholders along the journey while maintaining momentum.
- Data-Informed Decision Maker - You leverage data and insights to track program health, identify risks early, and make informed recommendations. You're comfortable building dashboards, analyzing trends, and presenting metrics to leadership.
- Driver & Orchestrator - You thrive while juggling multiple priorities while keeping major initiatives on track. You know when to zoom out for the big picture and when to roll up your sleeves for tactical delivery.

Great-to-haves
- Experience managing telecommunications infrastructure or Fibre build programs
- Knowledge of Canadian telecommunications market and regulatory environment
- Bilingual proficiency (English/French) is an asset for this role
