We are seeking a highly motivated Sr. Strategy Manager, Fibre Community Engagement (West) to lead TELUS' community relations strategy across our Western fibre build program. This role is the primary bridge between TELUS' fibre construction program, collaborating with our Western Municipality and Government Relations teams that enable builds to proceed on plan.
As the fibre lead for community engagement, you will build and maintain trusted relationships across government entities while unifying multiple internal teams. You will be accountable for creating a cohesive, proactive community engagement strategy that protects build timelines, unlocks new communities, and positions TELUS as a trusted partner in every market we enter.
Key Responsibilities
- Build and Own a Fibre Community Engagement Strategy - Develop and govern a unified, proactive approach to community, municipal and government relations across all Western TELUS fibre build markets, partnering with our Western Municipality and Government Relations teams.
- Lead Fibre Growth Community Relations - Manage engagement across political, senior administrative, and operational levels of government in Western Canada, partnering with our Western Municipality and Government Relations teams to navigate complex political environments and building long-term relationships with decision-makers.
- Manage Permitting and Regulatory Coordination - Oversee permit acquisition processes with municipal and utility stakeholders, track regulatory changes (e.g., provincial infrastructure legislation) impacting build timelines, and proactively resolve permitting risks before they affect construction schedules.
- Coordinate with Build and GTM Teams - Serve as the key interlock between municipal engagement activities and the broader Fibre Community Enablement team, ensuring municipal readiness aligns with construction timelines and Go-To-Market activation triggers.
- Produce Intelligence and Executive Briefings - Maintain a regional stakeholder map of political decision-makers, monitor election cycles and policy changes, and produce detailed briefing packages for municipal government meetings and executive escalations.
Advanced knowledge of English is a requirement for Government Relations and stakeholder communications.
Qualifications
What you bring
- Bachelor's degree in Business, Public Administration, Political Science, Urban Planning, or a related field (or equivalent experience)
- 5+ years of experience in government relations, municipal affairs, infrastructure development, or telecom/fibre build programs
- Demonstrated ability to navigate complex political environments and build relationships across all levels of government
- Strong knowledge of municipal permitting, utility coordination, and regulatory processes in Canadian markets
- Experience collaborating with a team of professionals in a fast-paced, cross-functional environment
- Proven track record of managing multiple priorities and delivering results under tight timelines
- Excellent communication, negotiation, and relationship-building skills
- Experience working with programs at the municipal, provincial, and/or federal level is a strong asset
- Familiarity with the Canadian telecom/fibre industry and competitive landscape is an asset
