We are seeking a highly motivated Manager, Fibre Municipal Engagement (East) to lead TELUS' government and community relations strategy across our national fibre build program. This role is the primary bridge between TELUS' fibre construction program and the municipalities, permit offices, and government bodies that enable builds to proceed on plan.
As the fibre lead for municipal engagement, you will build and maintain trusted relationships across government entities while unifying multiple internal teams. You will be accountable for creating a cohesive, proactive municipal engagement strategy that protects build timelines, unlocks new communities, and positions TELUS as a trusted partner in every market we enter.
This is a people leader role, managing a team of municipal relations specialists, with a particular focus on scaling our Eastern Canadian pipeline while maintaining strong Western relationships.
Key Responsibilities
- Build and Own a Fibre Municipal Engagement Strategy - Develop and govern a unified, proactive approach to municipal and government relations across all TELUS fibre build markets — establishing TELUS as a single, coordinated voice with municipalities.
- Lead Fibre Growth Government Relations - Manage engagement across political, senior administrative, and operational levels of government in Eastern Canada and collaborate with internal stakeholders in Western Canada, navigating complex political environments and building long-term relationships with decision-makers.
- Enable and Accelerate Eastern Build Pipeline - Lead municipal engagement for the Eastern Canada fibre build pipeline. Navigate sophisticated competitive positioning against established incumbents in new markets.
- Manage Permitting and Regulatory Coordination - Oversee permit acquisition processes with municipal and utility stakeholders, track regulatory changes (e.g., provincial infrastructure legislation) impacting build timelines, and proactively resolve permitting risks before they affect construction schedules.
- Coordinate with Build and GTM Teams - Serve as the key interlock between municipal engagement activities and the broader Fibre Community Enablement team, ensuring municipal readiness aligns with construction timelines and Go-To-Market activation triggers.
- Lead, Develop, and Grow the Municipal Engagement Team - People-manage a team of municipal relations specialists. Develop team capabilities, set clear priorities, and foster a high-performance culture.
- Produce Intelligence and Executive Briefings - Maintain a national stakeholder map of political decision-makers, monitor election cycles and policy changes, and produce detailed briefing packages for municipal government meetings and executive escalations.
- Support Ontario Subsidies and Entity Onboarding - Partner with the Fibre PMO team to support Ontario subsidies programs and manage drop consent processes through to business-as-usual operations.
Qualifications
What you bring
- Bachelor's degree in Business, Public Administration, Political Science, Urban Planning, or a related field (or equivalent experience)
- 5+ years of experience in government relations, municipal affairs, infrastructure development, or telecom/fibre build programs
- Demonstrated ability to navigate complex political environments and build relationships across all levels of government
- Strong knowledge of municipal permitting, utility coordination, and regulatory processes in Canadian markets
- Experience leading and developing a team of professionals in a fast-paced, cross-functional environment
- Proven track record of managing multiple priorities and delivering results under tight timelines
- Excellent communication, negotiation, and relationship-building skills
- Experience working with programs at the municipal, provincial, and/or federal level is a strong asset
- Bilingual (French/English) is a strong asset, particularly for Quebec and Eastern Canadian market engagement
- Familiarity with the Canadian telecom/fibre industry and competitive landscape is an asset
