Within our Engineering department, the Strategy and Enablement team plays a pivotal role in aligning our engineering efforts with broader organizational goals, driving operational excellence, and executing on high priority strategic initiatives 

 

Reporting to the Director of Business Strategy Development, we are seeking an experienced Technical Program Manager to drive complex, multi-team engineering initiatives.  This role sits at the intersection of technical leadership, program management, and strategic execution, serving as the connective tissue between engineering teams, product management, and business stakeholders.

 

What you'll do

 

Technical Leadership & Strategy:

 

  • Architect and drive execution of complex, multi-phase technical programs across multiple internal and external engineering teams
  • Provide technical oversight and direction for large-scale engineering initiatives
  • Develop and maintain technical roadmaps in partnership with engineering and product leadership
  • Identify and resolve technical dependencies, risks, and cross-team implementation challenges
  • Guide technical decision-making processes across multiple workstreams


Program Management Excellence

 

  • Lead end-to-end program execution, from planning through delivery and post-implementation analysis
  • Establish and maintain program governance frameworks, including metrics, controls, and reporting mechanisms
  • Manage multiple program budgets and resource allocation across various workstreams
  • Design and implement scalable program management processes that enhance team velocity
  • Drive operational excellence through continuous process improvement initiatives


Cross-Functional Leadership

 

  • Build and maintain strong partnerships with engineering, product, and business stakeholders
  • Facilitate technical discussions and decision-making processes across diverse teams
  • Drive alignment on technical approaches and implementation strategies
  • Lead through influence, fostering collaboration across organizational boundaries


Strategic Programs

 

  • Provide programmatic leadership and expert guidance on high-priority projects
  • Collaborate closely with cross-functional leaders to implement operating practices that prioritize the right initiatives and speed up time to value
  • Shepherd change management efforts by partnering with key leaders to drive communication strategy and engagement activities
  • Establish key performance indicators (KPIs) and reporting mechanisms to track progress on critical initiatives

 

 

Qualifications

 

What You Bring

 

  • Demonstrated experience (7+ years) leading complex technical programs 
  • Strong technical foundation with deep understanding of software development lifecycle, architecture principles, and modern development practices 
  • Exceptional program management skills with proven ability to lead large-scale initiatives, manage multiple budgets, using technical program management methodologies (Agile, Scrum, Kanban)
  • Outstanding stakeholder management and communication skills, with proven ability to influence without authority and navigate complex organizational dynamics
  • Data-driven approach to program management with strong analytical skills and experience in establishing metrics and governance frameworks
  • Ability to thrive in a fast-paced, evolving environment, leveraging exceptional organization and time management skills
  • Expertise in change management and process optimization 
  • Passion for delivering outstanding customer experiences
  • Bachelor of Engineering, Computer Science, Technology and/or related experience
  • PMP certification

 

Great-to-have

 

  • Understanding of Employer Product healthcare products and related delivery

 

 

Salary Range:  $88,000-$132,000
Performance Bonus or Sales Incentive Plan:  15%

Actual total compensation will be determined based on factors such as knowledge, skills, performance and experience. In addition, TELUS offers rewarding benefits such as:
